My guess is it's the same as the dual-core speeds; a single core chip will be a dual-core one with a manufacturing flaw that wrecked one of the cores.

The whole point of going dual-=core is that it gives you more processing power without having to crank the frequency, because we'd already hit frequencies high enough that parasitic capacitance was screwing everything up

I think we reached the point where we started needing physics breakthroughs at some point in the late 90s. We got a few, too, but as a result of this the chip guys decided to start optimizing on power consumption/size/etc instead.
