dT = (I^2 * R * t) / (M * C) - dT is the temperature incrase, I is the current in amps, R is the resistance in ohms, t is the time, M is the mass of the wire in Kg, C is the specific heat capacity in J/g°C

you'll probably need to do some rearranging to work out how long it would take at a given current to exceed the melting point of the steel (and I don't know if steel's resistivity depends on temperature, so that may be a factor)
