abudhabi: Factorio is a spite-based game with no 3d graphics at all. Any modern system should be able to handle its graphics perfectly. If you're having performance problems, it's almost certainly a CPU or memory bottleneck limiting the game's ability to update its simulation (a large factory contains a *lot* of moving parts).

I know you said Task Manager wasn't reporting high CPU usage, but that might be misleading; if you have, say, a 10-core processor, a single-threaded app which is CPU-bound will show as '10%'.
