If reducing the size as much as possible is a priority (at the cost of needing more specialized software), you can use something filesystem-aware like ntfsclone, xfsdump, zfs send, etc

Hmmm. My use cases will probably be at least half full, so I guess that works.

Oh, and a sort of intermediate step between these is: resize the filesystem and partition using gparted or something to make it as small as possible, then `dd` that -- more annoying to set up, easy to restore.
