Turns out there were two different problems.

Firstly, VLOOKUP defaults to "pick an arbitrary row if you can't find the one you're looking for".

(The actual behaviour is "assume the list is sorted and pick the closest existing value", but her list isn't sorted. It's a bloody stupid default.)

Secondly, all cell references are relative by default and therefore range of cells the lookup referenced kept changing when Excel decided to be clever.
